On 1 April 2021, India signed the Comprehensive Economic Cooperation and Partnership Agreement, its first trade agreement with an African country. It was signed not with a mining economy or a manufacturing powerhouse, but with Mauritius, a jurisdiction whose value has less to do with the size of its own market than with what businesses can do from inside it.
